What is the Local Content Certificate?
The Local Content Certificate, issued by the Local Content & Government Procurement Authority (LCGPA), measures and certifies a company’s contribution to Saudi Arabia’s economy through locally sourced goods and services, workforce, and capital. The certification supports eligibility for government procurement and reflects the goals of Saudi Vision 2030 to advance industrial self-reliance and sustainable growth.

Guardian Glass "GulfGuard" plant in Al Jubail has received the Local Content Certificate for its manufacturing plant, recognizing 31.5% local value and 10% exports—a total contribution of 41.5% in our sector. This milestone reflects nearly three decades of continuous investment in Saudi Arabia since our start in Jubail Industrial City in 1996. By developing local talent, sourcing raw materials domestically where feasible, and operating to global manufacturing standards, the Al Jubail plant helps strengthen the Kingdom’s industry.
